The Town of Beech Mountain is governed by a non-partisan five member Town Council whose actions are carried out by the Town Manager. The Town Manager works with 55 full time employees to increase the quality of life for the citizens and visitors of Beech Mountain by supporting Town departments with quality, state of the art municipal personnel services. As a service provider, the Town relies on well-trained, motivated, caring and professional employees.

The Town has approximately 2,350 dwelling units on the mountain, 62 miles of road, produces water for consumption, treats sewer, provides both indoor and outdoor recreational opportunities, polices the community, provides trash collection along with a recycling center, houses E-911, has a Municipal Fire Department, and continues to grow visitor numbers while drawing in new business opportunities. The Town of Beech Mountain, NC is accepting applications for the Town Manager position. We seek an experienced professional with proven municipal leadership skills who will partner with the Town Council and community to address the dynamic challenges facing our small resort town in the 21st century. The successful candidate will be a highly collaborative visionary with proven experience in leading and managing infrastructure improvements and year-round economic development. An understanding of how to maintain a positive, mutually supportive work environment is essential.
Close to celebrating our 40th anniversary, this town is located just 40 minutes from Boone, NC and Appalachian State University. Our mile-high elevation makes us the highest town in eastern America. On a clear day, the 5506’ peak of this mountain offers views of the Charlotte skyline nearly 80 miles away.
This destination town has an outstanding and knowledgeable full-time staff of 55 employees. The departments consist of Administration, Planning and Inspections, Finance, Public Works, Utilities, Police, Volunteer Fire, Parks and Recreation, as well as the Tourism Development Authority; all supervised by the Town Manager.
There is a small commercial corridor, with room for expansion, including eight restaurants, three hotels, a community-run museum, multiple rental management companies, real estate businesses, famed Fred’s General Mercantile and a newly renovated townhall complex.
Beech Mountain is a resort community with a full-time population of 350. The town’s population swells to 10,000 in the winter, as second-home owners and tourists flock to the town to ski. The population grows again during the summer months, as people come take advantage of the mild climate, numerous recreational opportunities and amenities.
Several key attractors draw visitors and residents to Beech Mountain. The largest business is The Beech Mountain Resort, one of the most popular ski resorts in the Southeast and a summer downhill bike park. A major seasonal attraction is The Land of Oz, a movie-themed entertainment park. Other amenities include The Beech Mountain Club, a private social club with over 1,250 member families and 18-hole mountain ridge top golf course. Public offerings include the Buckeye Recreation Center, a town-operated 22,500 square foot facility, a free Bark Park, 25 miles of designated hiking and mountain biking trails, three miles of trout waters, 2 lakes with fishing piers and boardwalk access and a planned public campground provide exceptional outdoor opportunities, all within the town limits.
Town Manager position:
Incorporated in 1981, the Town of Beech Mountain operates under the Council-Manager form of government. The Town Council appoints a Town Manager to carry out day-to-day administrative operations, and the Town Council oversees general legislation, policy setting, and adoption of the budget.
Beech Mountain has set the FY: 2019-2020 Budget, appropriating $7,067,051 to the General Fund, $4,625,989 to the Water & Sewer Fund, $484,259 in the Sanitation Fund, and $87,930 in the 9-1-1 Emergency Telephone Fund. The Town has positive growth occurring in all of its departments. Over
$421,000 was collected in occupancy tax for FY 2019 and over 10,000 people visited the Visitor Center for the same time period.
The Town is moving forward with the construction of a $6,020,000 new Public Works Facilities and this project is expected to open in January of 2021. Additional noteworthy items are the Town’s continuous maintenance of numerous hiking and biking trails, new street/roadways and hiking maps, a 5 Year Capital Plan, a millage rate that has remained neutral for the last 9 years, a completed study on resurfacing of the roads, new lift stations, new radio read meters, a newly adopted 2020-2035 Comprehensive Plan, a newly completed Water Treatment Plant, a seasoned municipal Volunteer Fire Department, and an up-to-date 911 system.
Challenges and Opportunities:
The new Town Manager will become part of a Resort Community seeking long term economic development, overseeing several major infrastructure projects currently planned or underway, working to secure and implement a critical public water supply source from the Watauga River as well as providing a strategic approach to planning and funding the rehabilitation of the Towns aging roadway system.
Ideal Candidate:
The Town of Beech Mountain desires an experienced municipal professional with proven leadership skills.
The candidate must be able to effectively communicate and possess strong strategic planning and analytical skills, along with knowledge of municipal governmental operations, policies and North Carolina statutes.
The Town Manager will be a highly ethical professional who will develop a strong culture of accountability and transparency within the Town.
The next Town Manager will embrace the servant leader concept of managing, putting the needs of the employees, community and Town customers as the main priority and engaging all constituents for the betterment of the Town. Problem-solving leaders with a communicative, team-oriented management style are ideal candidates.
A successful candidate will possess executive level skills in interpersonal and written communications, personnel management, critical thinking, strategic planning, budgeting and financial operations.
The Beech Mountain Town manager shall be comfortable engaging in the community, attending public and private functions as the representative of the Town, exhibiting a positive persona, remaining calm in the face of adversity, and respectful to all, in every circumstance.
Residency within the Town is required within a negotiated timeframe.
Qualifications: Graduation from an accredited college or university with a bachelor’s degree in Public Administration or related field, a Master of Public Administration or Master of Business Administration preferred, or equivalent combination of training and experience. Experience should include at least five
(5) years of progressively responsible leadership and management experience in local government as Town/City or County Manager, Assistant Manager or Department Head. Candidates should possess accomplishments in budgeting, demonstrated communication skills, community involvement, team working and team building, and management diversity.
Any equivalent combination of education and experience that provides the required knowledge and skills will be considered.

Job Description—Beech Mountain Town Hall Reception Assistant

Town Hall Reception Assistant performs varied receptionist and general office support work. Serves as Reception Assistant for Town Hall including serving the customers and citizens who visit the office; takes messages, forwards calls, and assists staff with visitors, provides directions and/or distributes mail. Emphasis is on customer assistance by greeting visitors, assisting with inquiries and answering telephone calls from the public.

Full-time Position: Answers requests for information from customers or the general public who use the Town’s services; identifies procedures that address needs or refer customer to proper staff member; including:

  • Follow-up with customers or other processes to insure proper disposition.
  • Receives utility payments and accounts receivable for Finance Department.
  • Performs related duties as required & thorough knowledge of standard office practices and procedures, equipment and secretarial techniques.
  • Ability to communicate effectively in person and by telephone.
  • Ability to follow oral and written instructions and procedures.
  • Ability to establish and maintain effective working relationships with the general public and other employees.
  • Ability to effectively communicate with the public including establishing and maintaining

effective working relationships.

  • Ability to make limited interpretations of policies and procedures within guidelines

established by the Town.

  • Ability to develop and maintain moderately complex records; ability to provide

administrative support to other personnel or to other Town departments when required.

  • Ability to work independently on responsible and confidential assignments.


Proficient knowledge of office equipment, MS Office, Outlook, copiers, printers, and general assistance with Data Collection and collation as needed. This position may require the ability to lift and/or exert up to 10lbs.


Desirable Education and Experience

Graduation from high school or GED equivalency and 3 – 5 years of responsible administrative

support experience.

Valid driver license recognized in the state of North Carolina

Starting pay rate: $12.32 /hr with increase possible upon positive 90-day evaluation.


Summer Parks and Recreation Intern

Seasonal position 40 hrs per week, May 2020 thru August 2020 The Summer Parks and Recreation Intern for Beech Mountain’s Parks and Recreation Department will be primarily responsible for assisting the Recreation Activities Coordinator on planning and implementing Buckeye Adventure Camp, a six-week summer day camp, helping with the organization and set up for special events. They will also be responsible for the general safety, development, growth, and skill achievement of the summer camp participants. The intern will be trained on and assist with any duties as needed at Buckeye Recreation Center.




  • Acting as “Head Counselor” for Buckeye Adventure Camp.
  • Program development and implementation for Buckeye Adventure Camp and Beech Mountain events.
  • Covering front desk duties.
  • Assisting with trail and facility maintenance when needed.
  • Attending Beech Mountain’s Recreation Committee meetings.
  • Internship project.
  • Occasional weekend work or evening hours will be required.
  • Other duties will be assigned as necessary.




  • Working towards a degree in Recreation, Education, Management or related fields.
  • Upon hire, completion of First Aid and CPR certifications or must be available to attend class on Beech Mountain.
  • Experience in camp, youth programs, recreation and working with children.
  • Aptitude to lead, plan, organize and implement program activities.
  • Ability to work as a member of a team.
  • Strong organizational, leadership, communication and interpersonal skills.
  • Enthusiastic and positive attitude.

Sledding Hill Attendant Job Description
Sled hill attendant will be responsible for opening and closing the hill, greeting visitors and explaining the sledding hill rules. The attendant is responsible for keeping guests safe. The person will need to monitor hill conditions and notify personnel of any problems. Weekend and holiday hours will be required.
Hours: Monday-Friday 1:00-5:00 pm and Saturdays and Sundays from 9:00 AM – 5:00 PM. November through March.
Rate of Pay: $10.00 per hour
