WHO WE ARE:
The Town of Beech Mountain is headed up by a five member Town Council whose actions are carried out by the Town Manager.  The Town Manager works with 55 full time employees to increase the quality of life for the citizens and visitors of Beech Mountain by supporting Town departments with quality, state of the art municipal personnel services.  As a service provider, the Town relies on well-trained, motivated, caring and professional employees. 

The Town has approximately 2,350 dwelling units on the mountain, 62 miles of road, produces water for consumption, treats sewer, provides both indoor and outdoor recreational opportunities, polices the community, provides trash collection along with a recycling center, houses E-911, has a Municipal Fire Department, and continues to grow visitor numbers while drawing in new business opportunities.  More information on all town departments and functions is available on the Town’s homepage on the left hand menu under ‘Departments and Services‘.

Police Officer:

An employee in this class performs general duty law enforcement work in varied areas of the department. Work includes patrol, investigating traffic accidents, investigating criminal activity, serving warrants, traffic law enforcement, responding to domestic disputes, and other work applicable to law enforcement. Employee is highly visible in the community and exercises visible presence to prevent or abate crime. Employee must have the ability to develop a positive public image, display tact and firmness when interacting with criminal suspects or witnesses, apply reasoned and experienced judgment and discretion, and project a positive attitude. Work is performed under the direction of the immediate supervisor and is evaluated for effectiveness, visibility, compliance with standards, public support, and attainment of performance objectives.  For full job description click HERE.

Town Manager:

The highest town in eastern America, peaking at 5,506 feet above sea level is seeking a new Town Manager.  As the current manager, I, Ed Evans, highly recommend Beech Mountain. It is a wonderful town with lots of great opportunities, excellent staff, and a Town Council that has been great to work for and with during my tenure. I am happy to recommend Beech Mountain as a place of employment and a great place to live as well as to personally discuss the position with anyone of interest. 

Beech Mountain is a resort community in the heart of the Blue Ridge Mountains with a full time population of 350 located near Boone, North Carolina and Appalachian State University.  The appeal of the area is great with outstanding recreational opportunities and is recognized by many organizations as an outdoor adventure area.  Some of these activities include, snow skiing, snow tubing, hiking, biking, kayaking, fishing and loads of other outdoor activities.  As a resort community the town’s population swells in the range of 5,000 to 10,000 during peak summer and winter seasons with second homeowners and tourists flocking to the town in winter months to ski at Beech Mountain Resort, and in the summer to take advantage of the mild climate, numerous recreational opportunities, and the amenities of the Beech Mountain Club.

Incorporated in 1981 the Town of Beech Mountain operates under the Council-Manager form of government.  Characteristics include the Town Council appointing a Town Manager to carry out day-to-day administrative operations with the Council overseeing the general administration, making of policy, and setting the budget.   Council is elected to either four or two year terms, with the top two elected official’s serving four year terms and the third elected official serving a two year term.

Beech Mountain has set their budget for the 2016-2017 fiscal year appropriating $6,114,051 to the General Fund, $2,482,143 to the Water & Sewer Fund, $368,600 in the Sanitation Fund, and $117,877 in the 9-1-1 Emergency Telephone Fund.  The Town has positive growth occurring in all of its departments.  The Town is moving forward with the completion of a $6,020,000 Water Treatment Plant Replacement project that is expected to come on line this spring.  The project is being funded through town reserves in the amount of $1,720,000, with the balance secured through a United States Department of Agriculture loan.  Another utility project the Town broke ground on this fall that is being fully financed through water and sewer reserve funds is the Spruce Hollow to Beech Mountain Parkway Water Line Replacement Project in the amount of $1,546,522.50, this water line feeds 80% of the mountain.  Additional noteworthy items are the town’s numerous hiking and biking trails, a 5 Year Capital Plan, the millage rate remaining neutral for the last 7 years, completed resurfacing roads study, replaced lift station, installed radio read meters, completed 20 Year Comprehensive Plan, new street and hiking maps, proceeding with engineering plans to upgrade the Wastewater Treatment Plant to meet new requirements, municipal Fire Department, and up-to-date 911 system including new viper radio consoles and radios for Town’s police and fire dispatch.

Qualifications:  Graduation from an accredited college or university with a Bachelor’s degree in Public Administration or related field, a Master’s of Public Administration or Master of Business Administration preferred, or equivalent combination of training and experience.  Experience should include at least five (5) years of progressively responsible leadership and management experience in local government as Town/City or County Manager, Assistant Manager or Department Head.  Candidates should possess accomplishments in budgeting, demonstrated communication skills, community involvement, team working and team building, and management diversity.
